Petrochemical Industry Association advocates pilot energy management system

A few days ago, the China Petroleum and Chemical Industry Association (hereinafter referred to as the Petrochemical Association) piloted an energy management division system in the petroleum and chemical industries. Recently, the reporter interviewed Xiong Chuanqin, the vice chairman of the petrochemical association who is in charge of this work, on relevant issues.
Reporter: What kind of talent is likely to become an energy manager and there are precedents in foreign countries?
Xiong Chuanqin: Energy managers are leaders and professional managers who are engaged in the energy management of petroleum and chemical companies. The factory leaders and management departments responsible for energy management, and production units (branches or workshops) are responsible for energy conservation and energy management. The technical director or a full-time engineer assumes (concurrently) responsibilities and is an important part of the scientific and technical management talents in petroleum and chemical companies. Energy managers should have a good professional knowledge, have the appropriate oil and chemical expertise, master modern business management methods, proficient in petroleum and chemical energy management.
As a profession, energy managers have a long history in some developed countries. At the end of the last century, the former Ministry of Chemical Industry sent personnel to Japan and Other countries to inspect the energy management division system. After the establishment of the State Petrochemical Bureau, it continued to track the situation in this area. With the continuous intensification of the contradiction between economic and social development and the supply of energy resources, enterprises and even the entire society have become more and more urgent in their demands for specialized energy management. The "Energy Conservation Law of the People's Republic of China" and the "Decision of the State Council on Strengthening Energy Conservation Work" have clearly stipulated provisions for strengthening the building of energy-saving management teams and training for energy conservation.
Reporter: What is the practical significance of the first industry energy manager system in the petrochemical industry?
Xiong Chuanqin: The oil and chemical industry itself also consumes a lot of energy. Energy consumption occupies a large proportion in product cost, with general products ranging from 20% to 30%, high energy-consuming products reaching 60% to 70%, and unit energy consumption being 10% to 25% higher than the international advanced level. Among the “thousands of companies” that have implemented energy-saving actions in key national energy-consuming industries, 340 are petroleum and chemical companies, accounting for one-third of the total. At the same time, we should also see that the oil and chemical industry has huge potential for energy conservation. Compared with 2000, the energy consumption per million yuan in the petroleum and chemical industries decreased by 20.68%, and the energy savings calculated by the value added reached nearly 80 million tons of standard coal, and the unit energy of crude oil processing and key products such as ethylene and caustic soda. Depletion rates are above double digits.
According to the needs, the association plans to train a group of energy managers who understand energy policies, have knowledge of energy conservation management, are familiar with the production process, and are proficient in energy-saving technologies throughout the industry from 2006 to 2010. Through the implementation of the energy management division system, the company establishes the awareness of scientific energy use and sustainable development, improves the construction of energy conservation management institutions, promotes product structure adjustment, promotes advanced energy-saving technologies and processes, enhances energy management capabilities and levels of enterprises, and fully implements national energy policies. With regard to energy conservation laws and regulations, to ensure the realization of the “Eleventh Five-Year Plan” energy-saving goals, and to promote the energy consumption targets of major products in key industries to reach or close to the international advanced level at the beginning of this century.
Reporter: Why did the first batch of training choose chlor-alkali industry pilot?
Xiong Chuanqin: The pilots and training of industry energy managers must focus on the key points, and must combine with professionalism. They must also meet the needs of high-energy-consuming industries and gain typical experience, and then gradually promote them to the whole industry.
The caustic soda industry is a large energy consumer in the petroleum and chemical industry, and is the first industry that will soon issue a national mandatory energy consumption standard, “Coke Alkali Unit Energy Consumption Limit”. The implementation of this standard will have a major impact on the production, operation and development of chlor-alkali enterprises, and will make the chlor-alkali industry face higher requirements for energy conservation and consumption reduction. In order to support the chlor-alkali enterprises to strengthen energy management and jointly promote energy conservation in the industry, the Association is conducting the first batch of industry energy management division qualification training for chlor-alkali enterprises. China Chlor-Alkali Industry Association has carefully compiled supplementary materials for the chlor-alkali industry, and has arranged a "three-step" implementation plan from key enterprises to the entire industry. It strives to cover most of the chlor-alkali enterprises during the year.
Reporter: Can you talk about the responsibility of the energy manager?
Xiong Chuanqin: There are probably several aspects.
1. Assist and supervise the responsible person of the unit to organize and implement the country's energy laws, guidelines, policies and technical standards;
2. Responsible for the formulation and implementation supervision of the energy management system, energy saving plan, energy saving technology improvement measures, energy consumption quotas, energy saving incentives and penalties of the unit;
3. Responsible for the evaluation of the rational energy use of the new energy-using projects of the unit, and participate in the review of the additional energy-consuming equipment of the unit;
4. Organize energy analysis and energy-saving tests to assist energy-saving management departments in completing energy-saving monitoring, and supervise relevant departments to carry out rectification on identified problems;
5. Carry out energy-saving propaganda, organize energy-saving training, conduct energy-saving information exchanges, and actively apply new energy-saving technologies, new processes, new equipment, and new materials;
6. Organize and compile and report on the status of energy use, and report regularly according to the provisions of the energy conservation management department;
7. Participate in the formulation of energy management consulting and energy conservation programs organized by the China Resources and Chemical Industry Association's Resource Saving Promotion Committee.
Reporter: It is the first time in the whole industry to advocate the trial of energy management division system in the industry association. What kind of effect does the association expect to achieve?
Xiong Chuanqin: Implementing the energy manager system in the whole industry is a new attempt. There is no ready experience in the country to learn from. How to cultivate high-quality energy management personnel, how to play a good role in the energy management division in the enterprise, how to make this system in the industry can be implemented, the need for government departments, industry associations, the majority of companies to recognize, practice, research and exploration. Of course, it also needs the media's vigorous propaganda.
