Dichloromethane as a cleaning agent is banned by the European Union

On 14 January, the European Parliament adopted the results of the European Union’s amendment to ban the sale and use of cleaners containing methylene chloride with 674 votes in favour, 17 against and 8 abstentions. The bill will come into effect this month.

According to the amendment bill passed by the European Parliament, the European Union will ban consumers from using cleaning agents containing 0.1% or more of methylene chloride by themselves and at the same time prohibit the sale of this product to consumers; in principle, professionals are also prohibited from using it outside of industrial production sites. Cleaners with 0.1% or more of methylene chloride; however, Member States may authorize trained professionals to continue to use the cleaner under stringent protective measures.

The amended act allows the use of cleaning agents containing 0.1% or more of methylene chloride in industry, provided that adequate protection measures are in place. In addition, the amendments also require sellers to clearly indicate cleaning products containing 0.1% or more of methylene chloride: Industrial and professional use only.

The European Parliament stated in a communique issued on the same day that the EU will formally announce this month a law prohibiting the sale and use of cleaners containing methylene chloride, which will come into effect three days after the date of promulgation and will be banned from the market after 18 months. Consumers and professionals sell cleaning agents containing methylene chloride and they will be banned from providing such products after 30 months. Professionals will also be banned from using these products after 36 months.

In the EU’s previously published regulations on the assessment and control of the risks of existing hazardous substances and preparations, methylene chloride was not included in the scope of restrictions on sales and use, and ordinary consumers can easily buy dichloromethane on the market. Cleaning agent. Dichloromethane is a colorless compound whose volatile gases can cause damage to the human central nervous system. Between 1989 and 2007, methylene chloride has caused 18 deaths and 56 injuries in the European Union.
