Passenger Vehicle Fuel Consumption Compulsory National Standards Prohibited Production of Vehicles Not Compliant


China's first mandatory national fuel consumption standard for passenger fuel consumption (GB19578-2004) was issued on October 28th. The first phase of implementation was July 1, 2005, when the standard was not met. Vehicles will be banned from production and sales. The “Limits on Fuel Consumption of Passenger Cars” is issued jointly by the General Administration of Quality Supervision, Inspection and Quarantine and the National Standardization Administration. This standard sets requirements for the limits on the fuel consumption of passenger vehicles according to the overall vehicle conditioning quality. For example, the fuel consumption limit of a passenger vehicle with a full vehicle mass of 1 ton is 8.3 liters/100 km in the first phase, and 7.5 liters/100 km in the second phase. The fuel consumption limit for the first stage of a passenger vehicle with a total vehicle preparation quality of 2 tons is 12.8 liters/hundred kilometers, and the second phase limit is 11.5 liters/100 kilometers. The first-phase fuel consumption limit for passenger vehicles with a total vehicle conditioning quality of 2.5 tons or more and less than 3.5 tons is 15.5 liters per 100 kilometers, and the second-phase limit is 13.9 per 100 kilometers. The standard will be implemented in two phases. For newly-developed vehicles, the implementation date of the first phase is July 1, 2005, and the second phase is implemented on January 1, 2008. The models under production are implemented one year behind the new development vehicle respectively. The implementation date of the first phase is July 1, 2006, and the implementation phase of the second phase is January 1, 2009. The implementation of the new standard is expected to reduce the energy waste caused by the lower energy efficiency due to the increasing car ownership. In 2003, China's vehicle fuel consumption reached 70 million tons, equivalent to 1/3 of the annual oil consumption. After the implementation of this standard, the existing fuel consumption level will be reduced by 5% to 10%. The promulgation of the National Standard for Passenger Vehicle Fuel Consumption Limitation also helps domestic joint venture auto companies introduce real advanced technologies. Jin Yuefu, a senior engineer at the China Automotive Technology and Research Center, pointed out that the “global synchronization” that some famous companies had advertised when they landed on the Chinese market was not the case, at least in terms of energy consumption, which was inferior to the same models that were listed overseas at the same time. According to Li Zhonghai, director of the National Standardization Management Committee, currently about 10% of cars in the domestic market do not meet the first phase of the "Limit of Fuel Consumption for Passenger Vehicles", and less than 20% of the models have already met. The second phase of the request, so this standard has a smaller impact on the car. It is worth noting that the above standards will impose restrictions on the development of SUVs. Most SUVs consume a large amount of fuel, and a large number of assembled SUVs on the domestic market cannot meet the standards.
