Qiandongnan Prefecture: Strongly Promoting the Elimination of Municipal Coal-fired Boilers

Since the beginning of this year, the Bureau of Quality Supervision of Qiandongnan Prefecture has continuously increased its energy-saving and emission-reduction efforts in accordance with the requirements of the State Council, the provincial government, and the provincial government in respect of energy-saving emission reduction, and has strongly promoted the elimination of coal-fired boilers in urban areas. Through this period of supervision and rectification, urban air quality has also been significantly improved.

Strengthening energy conservation and emission reduction and realizing low-carbon development are important contents of ecological civilization construction and the only way to promote economic upgrading and efficiency upgrading. Since the beginning of this year, the Bureau of Quality Supervision of Qiandongnan Prefecture has increased its efforts in energy conservation and emission reduction according to the requirements of the State Council, the provincial government, and the state’s energy conservation and emission reduction efforts. It has strongly promoted the elimination of coal-fired boilers in urban areas, improved air quality, and allowed people to stay in the blue sky during the day.

Strictly control the pass. According to the “Quality Supervision Department is responsible for the inspection and rectification of coal-fired boilers, bans 10 boilers in the built-up area of ​​the city (20 kilograms of steam in the Kaili City) below the boiler, and strictly controls the sales and use of coal-fired boilers that do not meet environmental protection requirements or standards”. The target mission is to prohibit boiler sales units from selling 10 tons of steam boilers (20 tons steamed in Kaili City) to the city's urban construction area; strictly control the boiler installation inspection and registration, and reject new boilers that do not meet the energy management requirements. Acceptance of notifications or non-registration; stop accepting built-up areas in Kaili City, counties in urban areas, areas covered by existing gas pipelines, and newly-built coal-fired boilers for tourist attractions; for boilers included in phase-out plans, inspection agencies will no longer implement boilers on a regular basis. The inspection lays a solid foundation for the complete completion of the task of eliminating 10 tons of steam coal-fired boilers in the built-up urban areas and the task of energy-saving and emission reduction.

Publicity launch. The Bureau of Quality and Technical Supervision of Qiandongnan Prefecture, together with the departments of Development, Industry and Credit, Environmental Protection, and Finance, conducted a comprehensive survey and analysis of the existing coal-fired boilers in the entire province, and jointly issued the "Implementation Opinions on Accelerating the Promotion of Energy Saving and Environmental Protection of Coal-fired Boilers". . At the beginning of the year, it went deep into 75 enterprises in the urban area and conducted a thorough investigation of the 75 boilers that were built, analyzed the data of each coal-fired boiler, and formulated the “Outline Plan for Coal-fired Small Boilers in the Built-up Area of ​​Qiandongnan Prefecture in 2016”. Taiwan's 20.9 tons of steam coal-fired boilers are listed on the elimination list, and their work responsibilities are fulfilled. The targeted, time-limited, and effectiveness of energy-saving work are enhanced. Actively publicize and mobilize enterprises to transform coal-fired boilers and promote the use of clean energy. Strengthen the training of boiler operating personnel on energy conservation and environmental protection, and promote the optimal adjustment of fuel structure. Coal-fired boilers must not directly burn high-sulfur and high-ash raw coal, and promote the use of biomass fuel, natural gas, oil, and coal water slurry.

Service technical reform. Organize industrial boiler energy efficiency test, collect all data of industrial boilers comprehensively, strengthen boiler energy saving and environmental protection reform, promote energy-efficient and environmentally friendly boilers, promote optimal adjustment of fuel structure, and promote the use of clean energy such as biomass fuel, natural gas, oil, and coal water slurry. Actively service the technological transformation of enterprises, with 10 tons of steam boilers and above as the focus of technological transformation, contact professional agencies and relevant experts to formulate technical reform programs and budget costs for enterprises, and strive for the company’s attention and support for energy conservation and emission reduction. . At the same time, the boilers that have been eliminated through shutting down or dismantling are promptly discarded, and disintegration, destruction, etc. are taken for functionalization to prevent the boilers from being re-opened and entering the market. Based on the elimination of 52 coal-fired boilers and 95.3 tons of steam in 2015, this year we have eliminated 13 coal-fired boilers in the Jiancheng District, and we have completed the transformation and completed the elimination of target tasks. Among them, 4 sets of coal-fired boilers were dismantled, 4 sets of coal-fired boilers were replaced and shut down, and 7 sets of coal-fired boilers were converted to coal-fired biomass.
