Guiding Investment Direction to Avoid Blind Construction Chongqing Launches Chemical Project “Supermarket”

On the 9th, it was reported by the Chongqing Municipal Economic Commission that a proposal titled "Chemical Industry Sustainable Development Project Library Planning for Chongqing" has been submitted. This initiative outlines 105 planned projects for the city’s chemical industry, with an estimated total investment of 98.732 billion yuan. The project is being referred to as the "Government Project Supermarket." Once experts have evaluated and confirmed the financial, material, and resource requirements for each project, companies can select the ones that best fit their needs and capabilities. It is understood that in the past, some chemical enterprises in Chongqing built projects without proper planning, leading to environmental pollution, resource waste, and unclear risk assessments. The new concept introduced by Chongqing—creating a government-backed platform where projects are reviewed by experts and then selected by businesses—aims to make the process more transparent and less risky. This approach allows for a more systematic and informed decision-making process, helping to avoid the previous issues of project blindness and inefficiency. Industry professionals have given positive feedback on the proposal, expressing hope that the government will move quickly to officially launch and implement these projects. The plan is divided into three main categories: natural gas chemicals, petrochemicals and downstream products, and fine chemicals. Specifically, there are 48 projects in natural gas chemicals, 30 in petrochemicals and related products, and 27 in fine chemicals and other specialized areas. If fully implemented, these projects are expected to establish a polymer materials industrial cluster focused on five major thermoplastic engineering plastics, along with a basic organic chemical raw materials industry centered around methanol and its derivatives. High ammonia-based fertilizer clusters, salt-gas chemical clusters based on polyvinyl chloride and methane chlorides, and fine chemical clusters focusing on paints, pharmaceutical intermediates, and pesticide intermediates are also anticipated. This development is seen as a key step in strengthening Chongqing's chemical industry as a core pillar sector. It is also expected to help address the issue of industrial underdevelopment in the Three Gorges reservoir area and accelerate the restructuring of both the chemical industry and regional economic layout.
