The notification regulations set a higher threshold for directional lamps and LED lighting products entering the country, which will greatly increase the production cost of LED lighting products entering the European and American markets, and have a major impact on the LED industry in the province and the country.
The WTO/TBT Center of the Guangdong Provincial Quality Supervision Bureau pointed out that some of the newly notified TBTs have imposed higher and more stringent requirements on energy-saving, environmental protection and ecological design for directional lamps and LED lighting products entering the country. For example, the European Union has put forward energy-efficient requirements for directional lights and LED lights. The notification regulations require that only directional LED lamps and directional fluorescent lamps with an energy efficiency index of more than 0.2 can enter the EU market, which directly leads to a production cost increase of more than 20, resulting in a total loss of more than 2 billion yuan for Guangdong LED companies.
In addition, as in the US LED test procedures, according to preliminary estimates, the LED test procedure of the US notification will only bring more than 2 billion yuan to the LED export enterprises in Guangdong Province, which will greatly weaken the LED lamps in our province. The WTO/TBT Center of the Guangdong Provincial Quality Supervision Bureau revealed that it has conducted research and evaluation on TBT notifications related to LED lamps in Europe and the United States, and proposed countermeasures.
The Council also recommended that the provincial government increase its policy and financial support for the development of technical barriers to foreign trade, and establish the Guangdong Association for Responding to Technical Trade Barriers and strengthen the standardization of LED products.
