State Environmental Protection Administration proposes to cancel export tax rebates for paints

Pan Yue, the deputy director of the State Environmental Protection Administration, recently provided an update to the media on the first batch of "high-pollution and high-environmental-risk" product directories—commonly known as the "double high" product list—released by the administration in 2008. The list includes a total of 141 products across six industries, many of which are considered harmful to the environment and public health. Among these products are certain paint formulations that currently benefit from partial export tax rebates. In response, the State Environmental Protection Administration has recommended to the Ministry of Finance and the State Administration of Taxation that these tax rebates be eliminated. Additionally, it has urged the departments of commerce and customs to ban their processing trade. Pan Yue emphasized that the creation of this "double high" product list is a fundamental component of China's green trade policy. He pointed out that the initiative is not only essential for curbing the growth of environmentally damaging industries and safeguarding public health but also a practical step toward fulfilling China's international environmental commitments. By taking such measures, China aims to align its domestic policies with global sustainability goals and promote a more responsible and eco-friendly approach to industrial development. This move reflects a growing awareness of the need to balance economic growth with environmental protection.
