Pan Yue, the deputy director of the State Environmental Protection Administration, recently provided a detailed briefing to the press on the first batch of "high-pollution and high-environmental-risk" product directories, commonly referred to as the "double high" list, issued by the administration in 2008. The list includes 141 products across six industries, many of which are known for their significant environmental impact. Among them are paint products that currently benefit from partial export tax rebates. In response, the State Environmental Protection Administration has recommended to the Ministry of Finance and the State Administration of Taxation that these tax rebates be abolished. Additionally, it has urged the commerce and customs authorities to ban processing trade involving these products.
According to Pan Yue, the creation of this "double high" list is a core component of China's green trade policy. He emphasized that the initiative is not only a pressing measure to restrict harmful industries and safeguard public health but also a meaningful step toward fulfilling China's international environmental commitments. By identifying and regulating these polluting products, the government aims to promote sustainable development and align with global environmental standards. This move reflects a growing awareness of the need to balance economic growth with ecological responsibility, ensuring long-term benefits for both the environment and society.
