China accelerates the implementation of its oil reserve strategy

The first phase of China's oil storage infrastructure is nearing completion, marking a significant step in the country’s efforts to enhance energy security. Xinjiang Shanshan Crude Oil Commercial Storage Bank recently broke ground, signaling a major shift in reducing the nation’s reliance on foreign oil, which has now approached 50%. With global oil prices surging past $104 per barrel, concerns over energy stability are intensifying, prompting China to accelerate its strategic measures. In response, the construction of commercial oil reserves has gained momentum. The China National Petroleum Corporation (CNPC) announced the start of a 1 million cubic meter crude oil storage project in Shanshan, Xinjiang. This development comes just one day after the Liaoning Provincial Government revealed that the Dalian Strategic Petroleum Reserve Base is two-thirds complete. As one of the first four national strategic reserve bases, the Dalian site is expected to finalize its first phase soon, reinforcing China’s energy resilience. According to the latest report from Liaoning, 14 oil storage facilities have already been completed at the Dalian base, with 8 more under construction. The total investment in this project stands at 2.51 billion yuan, and it will be capable of storing 3 million cubic meters of oil—approximately 19 million barrels. This expansion highlights the government’s long-term vision for securing domestic energy needs. China’s strategic oil reserve program began in 2006 with the Zhejiang Zhenhai base, followed by the completion of the Shandong Huangdao and Zhejiang Zhoushan facilities. However, high oil prices have delayed further oil injections into these sites. Meanwhile, the second phase of the strategic reserve network is being quietly planned, with several cities including Lanzhou, Shanshan, Tangshan, and Wanzhou reportedly expressing interest in hosting new reserves. Notably, CNPC recently confirmed the official start of the Xinjiang Shanshan Crude Oil Commercial Repository, with a storage capacity of 1 million cubic meters. While this is classified as a “commercial reserve” rather than a strategic one, it still plays a vital role in bolstering China’s overall energy security. The facility will draw crude oil from multiple sources, including Xinjiang’s key oil fields and imports from Kazakhstan, via the Western Crude Oil Pipeline. The project is expected to improve resource allocation, optimize supply-demand balance, and ensure efficient transportation of oil products. It is seen as a critical step in safeguarding both national and corporate crude oil reserves. Experts like Deng Yusong from the State Council’s Development Research Center emphasize that both commercial and strategic reserves are essential components of China’s energy strategy. Pan Jiahua, a leading figure in the petroleum industry, argues that while the state must lead in building strategic reserves, it should also encourage private participation in commercial reserves to alleviate financial burdens. As China continues to expand its oil storage capabilities, the balance between public and private sectors will play a crucial role in maintaining long-term energy stability.

MORGAN Series Rolling Guide

MORGAN series steel rolling guide is a kind of equipment used in the steel rolling process, it helps to guide and control the rolling direction and position of steel in the rolling mill. This equipment usually consists of a set of rolling guide wheels that can be adjusted as needed to ensure the correct position and orientation of the steel in the rolling mill.
MORGAN series rolled steel rolling guides have the following features and advantages:
1. High precision: The guide wheel adopts high-precision bearings and transmission devices to ensure the smooth and accurate movement of the guide wheel, thereby improving the rolling accuracy of steel.
2. Wear-resistant and durable: The surface of the guide wheel has been specially treated, which has good wear-resistant performance, and can be used for a long time without damage during high-speed rolling.
3. Flexible adjustment: The guide wheel can be adjusted according to different rolling requirements, including adjusting the position, angle and spacing of the guide wheel to suit steel products of different sizes and shapes.
4. High efficiency: The design and movement of the guide wheel can minimize the sliding and deflection of the steel, and improve the rolling efficiency and output.
5. Safe and reliable: The guide wheel is equipped with a safety protection device, which can prevent the steel from falling off the guide wheel or the guide wheel fails, ensuring the safety of operators and equipment.
In a word, MORGAN series steel rolling guide is a key equipment, which can effectively guide and control the rolling of steel in the rolling mill, improve rolling precision and efficiency, and ensure the quality and safety of steel.
