Despite only partially finishing the electrical work, Mr. Qian followed the instructions and sent the workers home on February 3, leaving behind six coils (worth over 2,000 yuan) and a tool box in the house. "On the day construction resumed on February 16, the workers arrived and immediately noticed something was wrong," said Mr. Qian. The toolbox was open, and several valuable hammers were missing. Upon further inspection, the six coils were also gone. Even more frustrating was the fact that most of the wires already installed inside the walls had been removed, and some remaining wires had been cut. This caused nearly 6,000 yuan in damages. Additionally, the project would now need to be completely redone, which added significantly to the workload. Mr. Qian immediately contacted the property management staff, who confirmed that the locks on the doors and windows were still intact. Who will be responsible for the compensation? Mr. Qian speculated that the thief may have climbed into the house through the balcony. Since his home is on the fifth floor, and the third floor has an overhead structure, it would not be difficult for someone to access the apartment. “To take out the electric hammers, they probably needed two bags. After packing them, they would have returned the same way,” he said. Mr. Qian believed that removing the wires would have taken more than two hours, yet the property management found no signs of disturbance. This, in his view, shows that the management office did not perform its duties properly and should be held accountable for the losses. Director Xu of the Management Office told the reporter that since the doors and windows were undisturbed, it was unclear how the items were stolen. Based on past experience, it's possible that the renovation team might have been involved. The property company expressed sympathy for Mr. Qian’s situation. After the incident, the management office immediately reviewed the surveillance footage, but no suspicious activity was found. They also reported the case to the police and are willing to cooperate fully with any investigation. Li Dongliang, a lawyer from Guangdong Guanghe Law Firm, explained that if the damage exceeds RMB 5,000, it can typically be considered a criminal case. Once the thief is caught, they would be required to compensate the victim. In a closed community, if the owner has signed a decoration management agreement and paid the corresponding fee, the property company is responsible for managing waste disposal and material entry and exit. If the decoration materials are stolen, the company may bear some liability for compensation. In non-closed communities, if the stolen items were obvious and the property company cannot prove that they conducted normal checks on outsiders, they may also be held partially responsible.
