**Reporter's Report: Integration of Announcement Management and 3C Certification in China's Automotive Industry**
Beijing — Recently, a major reform is taking shape in the Chinese automotive industry as the National Development and Reform Commission (NDRC) and the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) are working to merge the announcement management system with the 3C certification process. This move aims to streamline the regulatory framework for vehicle manufacturers and improve efficiency.
Currently, the production and product access of automotive enterprises are governed by three main agencies: the NDRC (responsible for the "Announcement Management"), AQSIQ (handling 3C certification), and the State Environmental Protection Administration (managing environmental compliance). This multi-layered system has led to overlapping responsibilities and increased administrative burdens on companies.
With the implementation of the "Administrative Licensing Law" last year, the government is pushing for a more integrated approach. The merger of announcement management and 3C certification is expected to simplify procedures and reduce the regulatory burden on manufacturers.
To support this transition, the NDRC’s Industrial Policy Department is leading efforts to reform the corporate production and product access systems. Their goal is to achieve three key objectives: first, to better reflect market demands; second, to strengthen the government’s supervisory role; and third, to align with international standards and practices.
In order to realize these goals, three critical issues must be addressed: who will be responsible for regulation, what the specific regulations should cover, and how the new system will be implemented. To clarify roles, legal frameworks need to define responsibilities clearly. Additionally, the two ministries will draft detailed regulations, such as the "Regulations on the Administration of Road Motor Vehicle Production Enterprises and Product Access," to guide the process. Implementation rules will also be developed to ensure smooth execution.
A central part of the new rules is the definition of access conditions. These include: companies must operate legally, have sufficient investment and production capacity, possess independent development capabilities, maintain strong sales and service networks, and ensure their products meet production and management requirements. Furthermore, the company’s internal operational capabilities must be robust.
Experts suggest that among these criteria, the most challenging to meet is the requirement for independent development capability. This means that companies must not only have a comprehensive database and self-awareness but also set enterprise standards that exceed national requirements. They must also establish a production procedure system that meets high-quality standards.
If these conditions are met, companies will be well-positioned for sustainable growth. Those failing to meet the access requirements may lose their vehicle production licenses or shift to other industries, such as modifying existing vehicles.
Although the program is still under discussion, it is clear that independent development capability will become a core requirement for entry. This change is expected to significantly boost innovation across the industry and eliminate long-standing problems like "shell buying and selling," which have been banned due to their negative impact on market integrity.
This reform marks an important step toward a more efficient, transparent, and globally competitive automotive sector in China.
